Some people have reported that when trying to copy directly from the PC to the obb folder. Best bet is to use the 3rd party "Files" app by "Marc apps & software" to move the files, the steps only take a few minutes once you get into it.

There's a couple ways to do it but this worked for me. Other Android devices should have similar settings in "Developer Options". Linked below is how you modify the default USB settings for a Motorola device. Set it to "File Transfer", that should work...
