Since others may have this issue as well:
no thanks to Parrot support or documentation, I realized there is a max tilt angle setting in the advanced tab of the freeflight S/W, and guessed the low default (10 degrees) is the issue. Once you open it up to 30 degrees (the maximum) the speeds go to a decent range well above 10m/sec.
