New to flightplans -- If I understand, waypoint altitudes are relative to the starting point? If so, if you're starting at a high point (on a mountain top), how can you set a negative altitude so waypoints can be downhill from the starting point?

i remembered this topic, see if this is something you wanna try

The instructions in the above topic are correct and work flawlessly. I fly my drone in the mountains and routinely run flight plans with waypoints below and (often 2,000 - 3,000 ft.!) above the start point. This is legal as the drone stays under 400 ft. AGL.
