Yes, it is a payment settings issue from them side. Other option is someone with the unlocks to share the obb folder. That might work but not sure. Because when you use the mod version is the folder you keep

I guess the problem is with them account on google. Them account can not accept payments so they get declined. It was another post about this on Facebook also.
