Gee whizz! What a warm welcome...

Do we really want to inform the enforcers there is a problem that they may think is bigger than it really is?Do we want more enforcers questioning our every move?Or take the second option and be an informed observer and mention it to the other party before moving on.I think if it is done tactfully it will more than likely get the required results.
 
I think the initial approach should be to inform if it's a first violation. After that, if someone displays a pattern of disregard for safety, then penalties painful enough to get the message across are warranted. As is mentioned in the video enforcement is difficult because the violations are usually short term events, too short for notification and identification. That plays to the benefit of those who disregard the rules to do whatever they want to do.
