TC RPAS SAFE Assurance Draft & Associated Manufacturer Info

There is a lot of heavy reading there. Will this apply to recreational pilots like yourself?
If you build your own RPAS will you have to submit a technical dossier to be able to fly it legally?
 
This applies to anyone who wants to fly commercially in restricted zones close to airports, concerts or over people. This is mostly to get manufactures to prove their UAV is safe and compliant. Companies like DJI need to submit their forms to get certified. Right now there are only very expensive UAV's that are certified. I only have the Basic not the advanced license so it really does not apply to me. Maybe I will take the advance exam later this summer but I really don't need it for my kind of flying.
