Best editing tool for triming and cutting (PC)

Any recomenndations on a good quick easy tool for just trimming the start or end off of a clip, and occasionally cutting it in half? Some how taking the clip into Premeire and editing and re-rendering a trimmed up clip back out feels cumbersome. I'd like a quick easy viewer with the option to snip bits here and there...?

If it is just in FHD, the good old movie maker will do quick editing
It is my favorite for creating timelapsed clips

And: it opens and is editing 4k, but till now I have not found a trick, to get4k exported.
