Being over water may confuse the altitude detection at a few metres, but above that it makes no difference to the drone's operation. Probably a quarter of my flights have been over the sea. The risk is the same as anywhere else you couldn't recover it from.

Any of my UAV's that have Vertical camera & ultrasound sensor such as the Anafi work up to 10 meters from the specs. Even the cheap China ones coming out now have them. Most are affected by the brightness and texture of the surface over which the aircraft is flying.
Such as:
•
Monochrome
•
Highly refl ective, such as water
•
Extraordinarily dark or bright
•
Subject to frequent lighting changes
Giving yourself some height over such areas you will have no problems.
