Question About Point Of Interest In Flight Planner

OK so if I have a waypoint 100 feet from a cell tower and I am just over the top of it lets say I want to make the cell tower my point of interest. Point of interest gives me a number, just what does this number represent? Making the number larger or smaller what does that do to my point of interest?

I think, the camera tilt will be fixed to that POI hight.
So if you want to film a building in it's complete hight, you should set the POI hight to half of the building hight. If you are directly above the POI, the POI hight has no real function, because the camera faces down.
